Taipei, Taiwan-President Tsai Ing-wen (蔡英文) promulgated on Thursday an amendment to the Employment Service Act that scraps the maximum stay requirement for migrant workers and will come into force on Saturday, the Ministry of Labor said.

The Legislative Yuan passed the amendment on Oct. 21, removing a provision that required migrant workers who work in Taiwan for three years -- the longest contract allowed -- to leave the country for at least one day if they want to be re-hired.

The ministry said that once the amendment comes into effect, migrant workers who have lived in Taiwan for three years can be re-hired without having to leave the country if their employer applies for a new permit from the ministry.

However, the amendment also stipulates that foreign workers can still take paid holidays and paid time off to visit their home country and employers must comply with this requirement or face a fine, according to the ministry.

In line with the amendment, the Regulations on the Permission and Administration of the Employment of Foreign Workers will be revised to include new procedures that enable employers to extend the employment of workers who have already worked three years, the ministry said.

Regulations governing how to change employers will also be revised to give migrant workers clear guidelines on what steps to follow if their labor contracts are not renewed after three years, according to the ministry.

In line with the amendment, the Regulations on the Permission and Administration of the Employment of Foreign Workers will have to be revised to set procedures for when employers want to continue to hire the same workers after three years,

Regulations governing change of employers will also need to be revised to give migrant workers clear guidance on what steps to follow when their contracts are not renewed by their original employers after three years, the ministry said.

To protect the workers' rights, the ministry said it will also revise regulations to impose a fine of up to NT$300,000 on employers who refuse to pay migrant workers their wages while they take annual leave in their home countries.

Taiwan is working to deepen relations with Southeast Asian countries and facilitate more people-to-people exchanges with those countries, Premier Lin Chuan

Lin said that the aim of the government is to cement Taiwan's relations with the countries of Southeast Asia through people-to-people exchanges and through the signing of more agreements between the respective governments.

He said relations should not just be about trade and investment, and that in fact, economic relations last longer and are less susceptible to political changes if they are based on a strong foundation and mutual understanding.

This Amendment is good for every migrant worker here in Taiwan, I salute to the government of Taiwan who really never failed to amazed the migrant workers in all aspect so they can live comfortably while working here in Taiwan,aside from that, there's a lot of migrants workers will be benefited upon the new amendment of the Taiwan government.
