Strict fined to be imposed for E-bike violators


Bikes and E-bike have been popular among Migrant workers because no license needed to operate and it is one of the most convenient ways of transport.

For the safety of the people, this week the Legislative Yuan's Transportation Committee has given the approval to amend the Road Traffic Management and Penalty Act due to the rising numbers of accident and cause of death because of bikes accident.

What are the new laws?
1. No helmet will be fined NT$300
2. Modified bikes will be fined NT$1800 to NT$5,400
3. Over speeding for over 25 kilometers per hour normal speed will be fined NT$900 to NT$1800

in addition to the amended law, drivers over the age of 18 will be allowed to install a seat for the children. The front seat can be for 1 year old to 4 yrs old with less than 15 kg. and the back seat also can be for 1 year old to 6 years old with less than 22 kg

Huge number of migrant workers gather to protest in Taipei against brokers, demand direct hiring



A huge number of migrant workers in Taipei last Sunday (April 28) to protest against the brokerage system and demanded that it be replaced with a government-to-government direct hiring system

Over 200 migrant workers marched in front of the Ministry of Labor (MOL) shouting the slogan "Government-to-government direct hiring," reported CNA
The migrant workers are demanding the government put an end to the brokerage system and replace it with a direct hiring system.

Many migrant workers carried signs at the rally which read, "brokers are the devil," "abolish the broker system," and "Don't let your children be brokers. They will be cursed by migrant workers." The marchers strongly appealed for the "abolishment of the brokerage system."

Legalization of gay marriage in Taiwan as first in Asia


Taipei Taiwan - May 17, 2019. It's now final and official that same-sex marriage have been legalized in Taiwan.

A number of the world’s leading corporations have expressed optimism about the economic outlook of Taiwan after it becomes the first Asian country to legalize same-sex marriage in May.

Theres a huge numbers of foreign workers forced to leave Taiwan for drunk riding of electric bikes


A total of 56 foreign workers and 27 between January and April this year were ordered to leave Taiwan for driving or riding electric bikes under the influence of alcohol said by the National Immigration Agency(NIA)

Among the deported, Vietnamese took up the lion’s share, accounting for 70 percent, followed by laborers from Indonesia and Thailand.
According to NIA officials, most foreign workers are not aware that drunk riding an electric bike. A popular transportation means among the group is a criminal offense until being caught. Reported by CNA

The issue has come to the attention of the NIA as the agency is receiving a rise of notices from the Ministry of Labor indicating the cancellation of work permit for a growing number of foreign workers due to being drunk while driving.

Tiger Air Taiwan to open a new route to fly directly to Puerto Princesa on Palawan Island in the Philippines



Tiger Air Taiwan plans to have a new flight route between Taoyuan in Taiwan and the Philippine city of Puerto Princesa on Palawan Island starting June 7, said reports.

Their new route will offer three flights a week, according to Tigerair.
Puerto Princesa will become the fourth destination route targeting the Southeast Asian market offered by Tigerair Taiwan, which will soon be flying 29 international routes to 22 cities, the report wrote.

Palawan, the fifth largest island of the Philippines, boasts a plethora of wildlife, jungle mountains, and white sandy beaches. In 2016, Palawan was ranked the "Most Beautiful Island in the World" by readers of Conde Nast Traveller

Billionaire Terry Gou, chairman of the world’s largest contract assembler of consumer electronics, said he wants to run for president of Taiwan next year. The Foxconn founder said wants the nomination of the Beijing-friendly Kuomintang (KMT) opposition party, which is eyeing one or two other candidates as well.
 A bid for the presidency for the 68-year-old chairman would mark the first in Taiwan for a major business leader.

With a net worth currently estimated at $7.8 billion, Gou is Taiwan’s wealthiest person and his candidacy has already raised awareness of the upcoming polls and excited many voters.

“According to his past habits, Gou’s behavior as president should be to emphasize greater efficiency,” says Liang Kuo-yuan, president of Polaris Research Institute

Guo worked in plastics before going into consumer electronics and mobile phones. Foxconn, also known as Hon Hai, is best known globally for assembling iPhones and iPads.

New Taipei ban smoking around convenience stores, coffee shops etc.



Cigarette smoking will be forbidden starting September 1, 2019 on the pedestrian arcades around convenience stores and coffee shops in New Taipei City, the city government announced Thursday, April 25, 2019

Violators caught by authorities will be subject to a fine of NT$10,000 (US$321), reported Central News Agency.

A number of locations have already been declared smoke-free in the most populous city in Taiwan, including parks. Most areas and sidewalks surrounding schools of almost all levels (excluding universities and colleges), bus shelters, and areas in front of medical clinics are also smoke-free in New Taipei.

Caregiver handed 6-months to jail for abandoning elderly Taiwanese woman



n Indonesian caregiver was handed down a sentence of six months in prison or pay a fine of NT$180,000 for abandoning the 90-year-old Taiwanese woman in her care, announced the Taiwan Supreme Court.

The Indonesian caregiver, surnamed Kurniasih, was tasked with caring for a 90-year-old woman surnamed Kao, who suffered from Parkinson's disease and dementia, reported ET Today.

Kurniasih claimed that because Kao frequently bit and beat her, she could not take it any longer and tied the woman down to her wheelchair, before packing her bags and fleeing the home.

An earlier court ruled that, because Kurniasih was employed as a caregiver by Kao's family and she was aware that the elderly woman had no ability to move independently and survive on her own, she was found to be negligent for abandoning her patient.

Japan Prepares To Accept Several Blue Collar Foreign Migrant Workers


With the shortage of its manpower and workforce, Japan now prepares to accept blue collar foreign workers reported by Nikkei Asia Review which small to midsize businesses are looking to the new visa rules.


Japan expects at least 345,150 applicants to their two new visa categories and applicants are mostly from Asia countries. The new visa categories eases the restrictions on both workers and employers. Some companies have started their trainee program for the foreign workers which according to them will add more soon.

The new law will accept blue collar foreign workers as regular employees in 14 fields and industry which includes factory works, industrial machinery, construction and domestic jobs like careworkers. Applicants must learn technical skills and good command of Japanese language, if passed, will be issued working visa up to 5 years.

With higher skill levels, permanent residency which includes to bring their family in Japan is open. The new visa system will be the first step solving Japan’s labor shortage that see to accept more workers in the future where labor shortage is a serious problem in Japan.

Difference Between Caregivers And Nursing Aide


Nursing Aides or nursing assistant and caregivers are almost identical in job functions which focus more on health care and assistance. Both are qualified to work as aides in hospitals, clinics, home and assisted care facilities, although most Nursing Aide jobs are not available for some Caregivers.

The difference between Nursing Aide and Caregiver:


*Caregiver

Caregivers also known as caretakers are most probably to provide care assistance to elderly and disabled with daily job functions tasks like doing housekeeping, laundry, cooking and even paying bills for the home or in facility. Caregiver helps its client to eat, bat and dress up which most of them are employed as live-in companions provided with room and board to closely look for their client. Specific Guidelines On Processing Overseas Employment Certificate Issued By POEA


Philippine Overseas Employment Administration issued specific guidelines and requirement needed on processing exit clearance or the Overseas Employment Certificate (OEC). The OEC is one of the needed requirement when leaving the Philippines for work for abroad.

Requirements for returning documented OFWs:

1. Passport valid for at least six (6) months from the date of intended departure

2. Valid and appropriate visa and/or work permit

3. Employment contract verified or authenticated by POLO / Philippine Embassy or Consulate in the case of domestic workers, overseas performing artists, masseurs/masseuses, cleaners, construction workers, and workers who have not returned to their employers within six (6) months from their arrival in the Philippines

4. Proof of existing employment that worker is returning to the same employer such as: current certificate of employment, valid company ID, or recent pay slip


Requirements for workers not previously registered with the POEA or workers with no existing record of deployment with the POEA or POLO:

1. Passport valid for at least six (6) months from the date of intended departure; valid and appropriate visa and/or work permit

2. Original copy of employment contract verified/authenticated by the POLO/Philippine Embassy/ Consulate

3. Proof of existing employment that workers is returning to the same employer such as: current certificate of employment, valid company ID, ore recent pay slip

4. Letter from the employer attesting to the transfer of jobsite of the worker

Requirements for workers who changed employment on-site or workers who transferred or entered into a new employment contract from one employer to another.

1. Passport valid for at least six (6) months from the date of intended departure; valid and appropriate visa and/or work permit;

2. Original copy of employment contract verified/authenticated by the POLO/Phil Embassy/Consulate

3. Proof of existing employment that workers is returning to the same employer such as current certificate of employment, valid company ID, ore recent pay slip

4. Sworn statement of the worker providing explanation on how he/she was hired by the current employer

All returning workers covered by all guidelines and requirements must set an appointment at BM Online Processing Sustem at www.bmonline.ph for the preferred time and date and any offices of POEA worldwide.

Several Taiwanese Companies Plans To Return To Taiwan


With the raged trade war between China and United States, a total of 30 Taiwanese companies plans to return home in its home country and invest with a combined total of NT$120Billion (Php204Billion).

The 30 Taiwanese corporations who overseas are encouraged by the government to return home and Taiwan will give the companies special benefits like the much easier use of foreign labor and bank loans as announced by Ministry of Economic Affairs of the country.


The returning companies will give more labor for local and foreign migrants as 50 other Taiwanese companies looking to follow the same footsteps. This move by the 30 companies will create an additional estimate of 10,500 jobs.

The latest investors is the plant of Yageo (maker of passive electronics) in China that is transferred and already present in Kaohsiung, Taiwan will need additional manpower for its new production line.

Directors Of Yageo To Receive A Massive NT114 Million Pay


Yageo Corporation, a popular company in the field of passive electronics and one of the supplier of Apple Inc will pay its board of directors a total of NT$1.03 Billion in compensation showed by Taiwan Stock Exchange Corp (TWSE).


The passive component maker ranked 7th in TWSE compensation, with a total of 9 directors, each will receive NT$114 Million which is more a high pay than last year. Yageo Corporation currently made NT$33.11Billion in profit.

CTBC Financial Holding Co and Taiwan Semiconductor Manufacturing Corporation has a total compensation of NT380.09 Million and NT378.09 Million respectively that ranked 2nd and 3rd. Uni-President Enterprises Corp is Taiwan’s biggest food and beverage company with compensation of NT320.22.

PTI, MXIC and Winbond Posted Revenue Growth


Memory packaging and testing Powertech Technology Inc (PTI) and memory chipmakers Macronix Internation Co (MXIC) and Winbond Electronics Corp rebound from their loss in previous months and saw their revenues climb up.

MXIC as the world’s largest NOR flash memory chip maker adds a 8.8% revenue growth ending a four month decline while Winbond the third largest in NOR flash memory chip maker saw a 13.72% increase in revenue.


PTI on the other hand posted a 13.3% growth in revenue month-on-month which an increase to its trembling 1st quarter of 2019 revenue. A much needed recovery for the company will come up in the 2nd half of the year.

All three companies are preparing for the much busier 2nd half of the year, it is already forecasts that the 2ndhalf would so much demand after customers depleted their inventories. Some customers handled production lines that moved out of China to avoid heavy tariffs by the US on Chinese imports.

Filipina DH in Hongkong received compensation after being fired because of cancer illness



A Filipina worker in Hongkong who was fired by her employer due to his illness got compensation against her former employer.

 Baby Jane Allas, 38yrs old and a single mother of 5 children had been diagnosed with cancer while she was working in Hongkong as Domestic Helper in a Pakistani family. She was fired by her employer after it was known that she is suffering from cancer.

Her case had reached the Hongkong Labor Tribunal and win against her former employer. She will be receiving compensation with a total HK$30,000 (Php 190,000) for sickness allowance, medical fees, and wages

Her plight has gained a widespread sympathy in HongKong community and the employer of her sister who is also working in Hongkong have able to fundraise amounting to HK$900,000 (Php 5,697,000).

The said amount will be used for her treatment which she is undergoing radiation therapy five times a week and once a week of chemotherapy.

 She is urging also her fellow domestic helper to voice out or report any violence.
As of now, she is still looking forward to working in an employer that can able to accept his condition.

Taiwan launches the "One stop service" for HIV patients



HIV and  AIDS are the most common disease that rapidly infects thousands of people around the world.

In Taiwan as of March 2019, it is estimated that the country has 39,000 of people are infected and 18,000of this is living with AIDS. According to CDC Deputy Director-General Philip Lo.

Meanwhile,  Huang Yen-fang the chief of CDC Division of Chronic Contagious Disease has announced its new "ONE STOP"  Service to address this problem. Starting this month, 12  hospitals in Major Cities such as in Taipei, Taoyuan, Hsinchu, Taichung, Tainan, and Kaohsiung will offer the "one-stop service."

What's new?
1. The initial test will only last for 20 minutes
2. The second test will only last for 30 minutes
3. If found positive, the treatment will begin right away on that day

- unlike the traditional ways which took months to find out the result.

Rising number of cases with measles infections is being feared in Taiwan




Taiwan's Centers for Disease Control warned the netizen against measles infection. Being feared to have an outbreak due to a rising number of patients in the country.

As of March 29, 2019, the number of patients increased to 41. And 19 of them are from outside the country.  Seven were from Vietnam, five from the Philippines, two from China, two from Thailand, and one each from Indonesia, Japan, and Myanmar.

CDC Deputy Director-General Lo Yi-Chun (羅一鈞) also advised those who will be traveling outside the country to take precautionary measure. They can either visit their doctors on whether they will obtain a vaccine. And all children between the ages of six months to one year should be vaccinated before traveling outside the country.

Meanwhile, some companies in Taiwan are already coordinating and consulting their workers whether they should also obtain a vaccine to prevent measles infection.

Extension of Free-Visa Entry to Taiwan for Filipinos remains unclear this year



Visa-Free Entry for Filipino to Taiwan soon to expire this year, as we remember the Government of Taiwan had extended for another one year last July 31, 2018. And Taiwan Government has not yet taken into action whether they will give a new extension of Free Entry this year.

The Tourism sectors in Taiwan and the Philippines are appealing to the Government of Taiwan including the Airline companies such as Eva Air and China Airline to renew the Visa-Free Entry for the Filipino.

Meanwhile, Taiwan Representative to the Philippines Michael Peiyung Hsu (徐佩勇), mentioned during a meeting with Taiwanese business leaders in the country that his office received a lot of email from the Filipinos urging to have a  visa-free extension.

Taiwan Take Extra Effort To Entice Foreign English Teachers


Taiwan increased its efforts and expedite to recruit foreign English teacher to meet its demands as Taiwan seeks for a bilingual country by 2030. Taiwan’s Ministry of Education told that it needs at least 2000 teachers to use English as teaching technique by 2022.


By 2030, MOE expects at least 5000 number of English teachers that it needs to promote a bilingual country that has promoted by Taiwan’s former premier.

Taiwan has revised its qualifications that allows foreign nationals to teach in Taiwan, any foreign nationals that complete an educational course and teaching internship in Taiwan can take certifications for teachers at kindergarten, elementary, junior and senior high schools.

In the recent month, four Malaysian students took the first qualification assessments since the revised regulations. Several counties and cities have promoted bilingual courses. Foreign professionals can apply for teaching positions with Taiwan’s overseas compatriot and bilingual schools.

The project is first of its kind as Taiwan aims to assists the Philippines with its mushroom cultivation and explore Taiwan’s equipment and materials used for agriculture. The team of experts from Taiwan’s Council of Agriculture chose Baguio City to break farms due its cool climate.

The farms will definitely help the farmers in the region improve their production capacity as top Taiwan officials noted that the demand of mushroom products in the Philippines is very high. The farm will assists the farmers to increase their local revenue.

With this, it will generate more job opportunities for locals due to mushrooms require needs several manpower during harvest time. The mushroom farm in Baguio City is scheduled to finish by June 2019.

Taiwan Continue To Top Semiconductor Material Market


Taiwan tops the whole globe as the largest semiconductor material market for 9 straight years where it is comprised of materials for wafer production and integrated circuit (IC) packaging and testing, which still soaring high with an increase of 11% a year earlier.


The data was provided by global industry association SEMI, as market analysts are not surprised that Taiwan retain as the top semiconductor material market in the world. South Korea came in second though it has the highest growth in semiconductor.

Taiwan boasts the largest chip making capabilities, Taiwan Semiconductor Manufacturing Co (TSMC) is the world’s largest pure foundry operator and ASE Technology Holding Co holds the largest IC packaging and testing title in the world.

China came in 3rd followed by Japan, the market value of semiconductor material also goes up in Singapore, Malaysia, Philippines and other Southeast Asian nations. SEMI members focus on innovations, design, equipment and software.

Tigerair Taiwan Adds Route Directly To Puerto Princesa in Palawan


The new route was announced by Tigerair Taiwan airline and will start to bring passengers on June 7, 2019 between Taoyuan International Airport in Taoyuan, Taiwan and Puerto Princesa International Airport in Palawa. This is the third route of Tigerair Taiwan to the Philippines outside Manila, the first is in Cebu-Mactan then in Kalibo, Aklan.


Tigerair will be using the plane model Airbus A320 for the Taoyuan-Puerto Princesa route, the airline is hoping to add into the travel market in Southeast Asia as Tigerair airline is a budget airline.

According to Tigerair, there were three flights that would depart from Taoyuan every week, leaving Taoyuan at 1:15pm on Tuesdays, Fridays and Sundays, while return flights would leave from Puerto Princesa at 5:05pm on the same day of flight.

There will be discounts given to any passengers that will book flight from June 7 to October 18, 2019.

Philippine 2019 Midterm Election For Filipinos Starts In Taiwan


On April 13, 2019 Filipinos in Taiwan can start voting for the midtern elections in Taiwan. Registered Filipino absentee voters can vote in their registered Manila Economic & Cultural Office (MECO) site in Taipei, Taichung and Kaohsiung, the voting will start on April 13 to May 13, 2019.


MECO also reminded Filipino registered voters to bring a government issued identification card (ID) in order to vote. Voter will select local officials, district representatives to the lower house, 12 nationally elected senators and a party list for the mid term seat of President Rodrigo Duterte.

As per diplomatic rites of the country even OFW are not in the Philippines, they are still entitled to vote according to MECO. There are only 17,000 Filipino registered voters in Taiwan out of the 123,000 OFW working and stays in the country.

Voters can casts their votes from 8am to 5pm from April 13 to May 13 in Meco offices except on Maundy Thursday at Good Friday (April18-19).

POEA Reiterates Warning On Job Opportunities In Poland


The Philippine Overseas Employment Administration (POEA) reiterates and advises the applicants to be wary of illegal recruiters and opportunists persons. This is in view of the given opportunity of “thousands of careers in Poland” that is open to Filipino workers.


Verified by Philippine Overseas Labor Office (POLO) in Milan, Italy which hold the authority of OFW in Poland that there are several employers from different industries that are interested in Filipino workers.

POEA Advises And Warns Applicants About Language Training Centers


The Philippine Overseas Employment Administration (POEA) warns Filipino applicants for overseas jobs to be cautious on language training centers. Some are taking advantage of the government to government program by POEA which the facility require passing language tests.


There are reports that if workers enroll to their training center, they guarantee to pass any language training course or any skill test to qualify. The thing is, POES does not credit or do not have any partnership to those kind of training centers.

A training center which is not credited by POEA or no license to operate is considered illegal and this agencies are not allowed to recruit Filipino workers for overseas. POEA advises to enroll only to courses and training centers registered to Technical Education and Skills Development (TESDA).

Memory IC Demand For Automotive Set To Grow Strongly


Several companies are gearing up for the boost and growth of automotive memory chips and other related products in the market. The automotive memory sector will robust in production particularly in the 5G technology era for vehicles.

DRAM Market Continue To Fall Worldwide


Digital Random Access Memory (DRAM) has recent concern over the market conditions worldwide which result to a downturn in sales and selling process. The year-on-year average of DRAM fell 22% decline in the world market.


The fall of DRAM will likely to continue until the 3Q of 2019 as semiconductor companies with the kind of product may feel the sharp decline.

One of the leading memory chip companies, Micron Technology, announced the cut of memory chip output and most memory chip manufacturers are properly managing the output and inventory levels due to weak demands of the product, according to IHS Markit (London based information provider).

There are some periods that the market will encounter oversupply and undersupply with mobile devices leads the demand. In longer term, there still positive that companies needs more DRAM in the coming years.

South Korea’s Samsung and SK Hynix continue to lead the global market in production of DRAM products worldwide.

Death Penalty For Drunk Drivers In Taiwan That Commits Homicide Underway


If a drunk driver in Taiwan found guilty in a vehicular homicide, the suspect could face the capital punishment or death penalty. The Executive Yuan of Taiwan have approved a draft amendment of the Criminal Code of the country for drunk drivers.


The bill was already sent to the Legislative Yuan where it will be discussed before taking effect once it is passed. Also written is when a drunk driver commits a serious injury to someone within a span of five years could lead to five to 12 years of imprisonment.

Severe punishment must be introduced to drivers that under the influence and presences of alcohol (DUI) as such kind of behavior leads to death of innocent people that destroys lives of numerous families, according to a Taiwan official.

Any DUI driver that have been convicted of killing a person will potentially receive the death penalty and international conventions cannot rule this out.

Taiwan Recorded With The Lowest Fertility Rate In The World


On a recent report by World Population Review, Taiwan recorded with the lowest fertility rate in the world with 1.218 children per woman. Though the report is challenged by the Taiwan government.


For the listed 200 countries, Taiwan is in the bottom of the list of the 2019 report in the Fertility Rate by Country which is published in California. However, Taiwan’s National Development Council the rate did not match the country’s data.

Other countries with low fertility rates include Maldova with 1.23 children per woman, Portugal with 1.26 and Poland with 1.29. Taiwan’s current population is about 23.76 million that ranked 56th in the world.

Taiwan government showed that the statistics of the country’s total fertility rate is at 1.06, though still lower that the released report by World Population Review. The total recorded population in the world records at 7.71billion.

Taiwanese Electronic Giant ASUS Server Hacked


Around half a million computers have installed a malware that mask as an software update from Taiwanese electronics giant ASUS after the server of the company have been hacked. The report is according to the researchers of Russian company and cyber security firm Kaspersky Lab.


The report was published in the Motherboard magazine and quoted the hacking of the server of ASUS lasted for five months before it was discovered, the hack is called “ShadowHammer”. 

The malware that input in the server is Asustek Computer Inc will send a software update to its users where the files copied and signed with a ASUS digital certificate to look that the update is authentic but the truly is a malware, according to Motherboard magazine.

The malware went to installed at 500,000 Windows computers, Kaspersky lab it only discovered the hacking job when it upgrades its scanning equipment to catch those kind malware. Having a malware in both PC and smartphone will have a harmful effect and would steal some identifications.

On the other hand, ASUS disclose the issue that there are only hundreds and not half a million that are hacked, as researchers from Kaspersky Lab noted.
