Good news for the Persons with disability (PWD) for the amended act which had been signed by former President Benigno Aquino III last March 23, 2106, have taken effect and now being implemented.

Social Welfare Secretary Judy Taguiwalo on Thursday signed the implementing rules and regulations (IRR) of Republic Act 10754 or An Act Expanding the Benefits and Privileges of Persons with Disability (PWDs).

“This is an early Christmas gift we can give to our persons with disability,” Taguiwalo said.

Former Leyte Rep. Martin Romualdez, who lost his senatorial bid in the May elections was the primary author of the newly amended act 10754.

Romualdez’s bill that became a law amended Republic Act 7277, or the “Magna Carta for Persons with Disability,” thus exempting PWDs from the value added tax.
“From the bottom of my heart, I thank Sec. Taguiwalo, other government officials and stakeholders for finishing the IRR of this very important law. This is a compassionate measure aimed at helping
the plight of the PWD sector,” Romualdez said.

What are the benefits of the newly amended laws?
-at least twenty percent (20%) discount and exemption from value-added tax (VAT), if applicable, on the following sales of goods and services for the exclusive use of enjoyment or availing of the PWD.
A total of 32% discount on all goods and services will be availed by the PWD.

And the act 10754 also instructs all the establishment must put signages of PWD benefits.

"Ang panawagan lang po namin sa publiko, igalang natin ang karapatan ng persons with disablities. Bahagi po ito ng pagtanaw ng pantay na karapatan ng mga tao." Francis Villabrosa a Media officer of the office of the Secretary of the DSWD said.
