Taiwan Likely To Overtake South Korea On Global Production Of Semiconductors

Taiwan known for its manufacturing and production of semiconductors likely to pass South Korea in the No.2 spot behind US according to the Industrial technology Research Institute (ITRI). Taiwan has a global market share of 20% and the total semiconductor production could reach NT$2.64 trillion.

Although a dip of 3% of the world market, the memory chip sector still contracting even further. US would occupy the 40% of global market share and Taiwan likely to replace South Korea in the 2nd spot with 20%.

Intel set to have leap over Samsung to regain the top spot and to set on 3rd spot is TSMC per revenue reports. Competition on semiconductor production now competitive in the entry of Chinese manufacturing.

ASE Ready For Volume Production Of Its AIP Technology

Advanced Semiconductor Engineering (ASE) under ASE Technology Holding ready to roll and will have a volume production of its Antenna-In-Package (AIP) technology that are going to use for 5G mmWave applications and several Internet-of-Things devices.

The production will have its maximum volume by the 2nd half of 2019 of ASE’s manufacturing site located in Kaohsiung that are ready for 5G backend devices, according to sources.

Needle Found In A Mcdonalds Hamburger As Customer Bleeds

A Mcdonalds customer from Chiayi County have rushed to the hospital after taking a bite on his hamburger. The beef hamburger from Mcdonalds in Beigang road, Chiayi branch have a very sharp metal object which is later described as a bent needle.

On his 3rd bite on his meal, he suddenly feel a very sharp object that lacerate his tounge. Employees of the fast food chain immediately send the customer to the nearest hospital.

The health department of the country is preparing to impose heavy penalty to the fast food for violating the Act of Governing Food Safety and Sanitation. The penalty or fine can reach from NT$60,000 (Php102k)  up to NT$200million (Php370million).

Initial investigation that an employee of the chain have used a steel brush in cleaning the containers and a bristle of the steel brush fell into beef patty that cause the said incident.

Taiwan Government To Phase Out Plastic Straws

Resident of Taiwan support the plan of their government to totally phase out plastic straws in the coming years according to Environmental Protection Administration of Taiwan (EPA). This is part of the effort of Taiwan to protect and preserve the environment.

The ban on plastic straws in Taiwan will be implemented by July 1, 2019 in government sector, all public and private schools, shopping malls, departments stores, fast food stores and food court services. Taiwan needs to lessen its plastics waste as plastic straw is one of the common type of trash found in the bodies of water.

Majority has favored of phasing out plastic straws that show high percentage that agreed to it. If there were no conflicts, it will be officially to broadcast the implementation.

Along with plastic straws, PET bottles and plastic bags are part of the regulations that are placed for recycling, the phasing out of plastic straws will be implemented by phases and expect a to impose a complete ban in the next 10years.

Taiwan Chip Industry Forecast For Lesser Growth

Chip industry of Taiwan have expected to have flat growth year nearly 0.9% in production value based on year-in-year growth, demands weaken amid trade uncertainty and lesser demands on smartphones.

Forecast report was according to Taiwan Semiconductor Industrial Association (TSIA), the chip industry to have a production value of NT$2.64 trillion, a 0.9% growth. The growth was trimmed down due to consumers have least interest in smartphones that weaken its demands.

AU Optronics Working With Clients For Foldable Display Devices

AU Optronics Corporation (AUO) are working with their clients to offer flexible displays or the newly released foldable smartphones embracing the dual-screen as a major feature.

Chunghwa Picture Tubes In Taoyuan To Layoff 2500 Employees

With its reorganization plan for its bankruptcy, Chunghwa Picture Tubes Co Ltd located in Taoyuan City plan to layoff around 2,500 employees. According to the company, it needs to reorganize its business content, gather some idle capacity and have to save on distribution, personnel, and costs. 

The plans have already submitted to Taoyuan City Government Department of Labor and told to assists employees to transfer jobs. Employees include both local and migrant workers.

The estimated count were 2500 local Taiwanese employees and migrant workers, as announced. The company has a total manpower of 4,500 with almost 70% of its manpower now being laid off.

Chunghwa Picture Tubes manufacture LCD and LED panel displays like then ones from Innolux and AU Optronics. It blames the over expansion of Chinese companies in China with same product type and the trade dispute.

Taipei Agreed With Manila, Davao For Share Of Information On Fishery

Country capitals Taipei and Manila has agreed to share of information in fishery inspection and settle to improve the management of Davao port. The agreement was achieved in the Technical Working Group meeting by both Taiwan and Philippines.

Consensus was reached dealing to the issues relating to law enforcement cooperation in fisheries. The agreement involve improving mutual notification mechanism, sharing fishing boat inspections, assistance in fisheries development, exchanging aquaculture technologies, reducing post-harvest fish losses.

Improvement of Davao port fishery management also has been reached to agreements to block illegal fishing and through bilateral cooperation Taiwanese fishing vessels may unload their catches at the port.

Taipei and Manila will hold further more consultations in the future to continue in depth dialogue, forge consensus and act on measures to mitigate conflicts. Both countries hope to resolve conflicts and differences to create more mutual benefits.

Huawei Subsidiary HiSilicon Demands More Production Capacity To KYEC

Huawei's semiconductor subsidiary HiSilicon have demanded King Yuan Electronics Co (KYEC) to provide 20-30% more production of the testing giant's available capacity, according to industry sources. HiSilicon is a global leading fabless semiconductor and IC design company that is dedicated to providing comprehensive connectivity and multimedia chipset solutions. 

HiSilicon continue to ramp up its orders placed under KYEC, adding that the orders are for state of teh art 5G base-station chips. HiSilicon is gearing up for initial 5G deployments in China that will focus on sub-6GHz frequencies.

Meanwhile, FPGA specialists Xilinx already has its chips in 5G has placed a state of volume production testing ing KYEC as the company has clear order capacity until the middle of the year.

Orders from nVIDIA and Intel continue in KYEC as its revenue continue to outgrow other testing companies. KYEC have expected to maintain stable revenue growth this year, driven mainly by growing revenues generated from orders for 5G base-station chips.

Types of workers leave in Taiwan that Migrant should know

If you are working in  Taiwan then you should know this kind of regulations!

Types of Employees Leave
1. Vacation Leave
-The employee is entitled to take vacation leave for not more than 14 days in a year with pay.

2. Special leave
- As of promulgation of Ministry of Labor and Implementation as of July 1, 2017, if the employee is working six (6) months and above then the employee is entitled to 24 hours to leave with pay.

3. Sick leave
- Any employee is entitled in this leave. The accumulation should not exceed 30 days in a year. Payment will be 50% of your basic salary.

4. Personal leave
-Employees are entitled to take Personal leave for not more than 14 days in a year without pay.

5. Marriage leave
-An employee is entitled to 8 days to leave with pay.

6. Maternity leave
- According to Article 50 of the Labor Standard Act. a pregnant employee can take maternity leave before and after the birth for a combination of 8 weeks.
How does the maternity payment compute?
-If an employee is employed for more than six months before her pregnancy then the compensation will full basic salary.
-If an employee is employed six months and below then the compensation will only be half of her basic salary.

7. Hospital leave (with the medical condition)
A. Non-Hospitalized- the leave should not exceed 30 days in a year.
B. Hospitalized- the leave should not exceed one year in two years.
The total combination of Hospital leave should not exceed one year in 2 years.

Seeking an emergency leave is upon the company's jurisdiction if how many days are allowed.


Foreign workers no longer required to leave Taiwan when work permit expires.

Ministry of Labor promulgated an amendment to Article to Article 52 of the Employment Services Act on November 3, 2016. The new regulations eliminate the requirement for foreign workers to leave Taiwan for a minimum of one day on completion of a three-year work contract. Hereafter, employers can apply to the Ministry for an extension when a work permit expires and, on approval, foreign workers may continue to work without having to leave Taiwan.

1. Extending contracts on expiry
- Foreign workers and employers shall discuss whether to extend an existing work permit or the transfer to work for another employer 2 to 4 months before the original employment contract expires. In the event that both parties agree to extend the existing employment contract and the employer has a valid recruitment permit issued by the Ministry of Labor, said employer need only file an application for an extension and once the Ministry approves the application, the foreign worker can continue working in Taiwan.

2. No Contract Extension/ Transfer to New Employer

Question: If the employer and employee decide not to extend the employment contract, how should the employer deal with the matter?

A. If a foreign worker does not want to continue working in Taiwan, the employer shall, in accordance with the present regulations, assist the foreign workers in returning home before the expiry date.

B. If the employee remains the willingness to work in Taiwan, the employer shall prepare an application form and the prescribed documents to the Ministry of Labor for applying the change of employer within 2 to  4 months before the expiry of the employment expired.

Step by step applications.
4 months before the contract expires
-Employer extend the contract on expiry or transfer to a new employer(no contract extension)
-The application should start 4 months before the contract expires

2 months before the contract expires
-Employer extends the contract on expiry or transfers to a new employer
-This will be the deadline application.

14 days before the contract expires
- No new employer to extend the contract or foreign worker no longer plans to work in Taiwan.
-Original employer prepares procedures for foreign worker returning home

3. Brokerage Fees
- When the original employer extends an employment contract or new employer wants to hire a foreign worker who is coming to the end of his/her existing work contract, the original employer or new employer is required to pay a registration fee and introduction fee(commonly know as brokerage fee) to the labor broker commissioned to deal with the matter,. The fee charged cannot exceed the foreign worker's first monthly salary. Brokers may only solicit a service fee from foreign workers.

4. Leave / Returning Home

A. A foreign worker who is applicable to the provisions of Labor Standards Act has continued to work for a certain period of time in the same employer or institution, should be given special leave in accordance with following provisions

a. 6 months- under 1 year: 3 days
b. Over 1 year - under 2 years: 7 days
c. Over 2 years- under 3 years: 10 days
d. Over 3 years- under 5 years: 14 days
e. Over 5 years- under 10 years: 15 days
f. Over 10 years, one extra day is added each year for a maximum of 30 days

B. For those foreign workers to whom the provisions of the labor standard Act do not apply, their employment contracts shall stipulate a set number of paid annual leave days.

C. The paid annual leave days of foreign workers accrued through the Labor Standard Act or employment contracts can be used to return to their countries of origin and they may set a date to return to work n their own terms, to which the employer shall agree.

D. In cases where enterprise operations or the urgent needs of those being cared for, employers may consult with foreign workers to set a date on which work will resume. If the consultation is failed, the employer shall remain to agree to let foreign workers return home in accordance with the date originally scheduled by the foreign workers.

E. Regulations governing categories of leave other than paid annual leave, such as marriage leave, bereavement leave, and personal leave are contained in the Labor Standard Ac, Gender Equality Act or the labor employment contract. Employers are required to pay employees for paid annual leave days, but not for personal leave.

What are your rights as workers in Taiwan?

1. Wages
- Your wages are negotiated between you and your employer. However, if you are employed by a business unit which is covered by the Taiwan Labor Standard Act, your pay must not be lower than the minimum wage.

2. Working time and rest period
   A. Your working time and the rest periods are in accordance with the employment contract agreed between the employer and the employee. However, if you are employed by a business unit which is covered by the Taiwan Labor Standard Act, your working hours shall be 8 hours per day, not exceeding 40 hours per 1 week. Overtime shall be in accordance with the law.

  B. When working continuously for 4 hours, the worker should be given at least 30 minutes rest. However, flexibility may be exercised in cases of work shifts or non-stop production situations or during an emergency.

3. Legal Holidays, rest days and leave applications
-Holiday for the family category of foreign worker in accordance with the employment contract agreed upon by both the employer and employee. However, for construction, manufacturing, nursing, slaughter and fishing category are in accordance with the Labor Standard Act, you are entitled to have two rest day within 7 days, which one day as vacation leave and one day as off day. In addition, you must have a rest on the official holiday. Under the same employer or business unit, and you have worked continuously for a certain period, you will be entitled to a special leave in accordance with The Labor Standard Act.

The vacation leave and Holiday should be given to the employee, the employer cannot arbitrarily deprive this standard right.

4. Health Insurance
-All foreign workers who have Alien Resident Certificate in Taiwan region should join The National Health Insurance policy. This membership is applied and handled by the employer starting from your date of employment. By paying the National Health Insurance fee every month, you will be covered by the National Health Insurance and be entitled to medical benefits.

5. Labor Insurance
-If you are employed at a business unit with more than five workers or laborer in fisheries, your employer should submit your work permit approved by the Central Labor Authority or related business authority to the Workforce Development Agency, Ministry of Labor to be declared or to be covered by Labor Insurance on the day you report for work.

6. Arrival / Departure Services
- Workforce Development Agency, Ministry of Labor has set up Foreign Workers Service Centers at Taiwan International Airports- Taoyuan International Airport and Kaohsiung International Airports to provide directions on guidance for arrival foreign workers, laws and regulations propaganda seminars, pick-up services as well as providing foreign workers, overseas foreign worker wage disputes and complaint services as well as providing foreign workers with temporary shelter services. Kaohsuing Mayor explained his side after the uproar of huge Filipino Community in Taiwan

Kaohsiung, Taiwan (March 9, 2019)- The  Kaohsiung Mayor Han Kuo-yu (韓國瑜) explained his side in using the word "MARIA."

The Mayor issued a statement Yesterday March 7, 2019, during the press conference. He explained the term he used was a metaphor and not meant to be discriminatory.

" the challenge is persuading Kaohsiung parents to accept the promotion of bilingual education, and he used the word "Maria" (瑪麗亞) as a metaphor for the responsible parents would likely have when communicating with them on the subject."

"if Kaohsiung invited Filipinos to teach English, the question would be how to overcome the "psychological obstacle of parents." 

He added "The Philippines actually has many great English teachers, but he said many parents respond to the notion of hiring Filipino teachers by saying, "Why don't you hire American, Australian, British? Why do you hire neighboring Filipinos?"

"we, of course, would like to go to the Philippines to recruit some excellent foreign language talent." He then went on to say that the Philippines already has a population of 90 million, and it has had decades of English education with "many great teaching talents."
